Mandell's gorgeous new boudoir indie pop weds the husky cool of Chan Marshall to the teeny-bop antipop of the old Liz Phair. That's not to downplay her own contributions. The singer deserves all the credit for the tunes' shuffled languor and darkly hypnotic effect.
